Security at a shutdown plant in the process of decommissioning seems to me to be a legitimate cost. Announce to the press that they are doing this, and it is NECN's doing that caused the expense, which ultimately will delay the overall decommissioning timeline. Maybe Shadis can then brag about driving up the cost of the VY decommissioning.
